A new chapter in Nigeria’s transport technology story opened in Xiamen, China, as the Intelligent Transport Systems Society Nigeria (ITS Nigeria) formalized a strategic Memorandum of Understanding with the China Intelligent Transportation Systems Association (China ITS Association). The ceremony, conducted on the sidelines of the 2026 China International ITS Industry Expo (CITSE 2026), marked the first formal bilateral agreement between the two national ITS bodies and set the stage for a deep technology partnership between Africa’s largest economy and the world’s most advanced intelligent transportation market.
The CITSE 2026, held from May 13 to 15 at the Xiamen International Conference and Exhibition Centre, drew delegations from more than 30 countries across five continents. The signing ceremony gathered senior executives from both organisations, including the president, vice president, and director general of China ITS, along with the Nigerian delegation led by Debo Shopade CEng FCHIT, Co-Founder, Vice President, and International Director of ITS Nigeria.

Built for the Realities of Nigerian Roads
Nigeria confronts transportation challenges that are simultaneously urgent and complex. Soaring urban populations, mounting congestion, inadequate traffic management infrastructure, and a persistent road safety crisis collectively cost the country in lives, hours, and economic output. Intelligent Transportation Systems which harness sensors, cameras, data analytics, and communications networks to optimize traffic flow, reduce incidents, and modernize road networks offer a globally validated response to exactly these conditions.
“ITS Nigeria’s mission is to promote the practice, standardisation and applications of Intelligent Transport Systems and solutions in Nigeria and globally,” said Debo Shopade CEng FCHIT. “This MOU with China ITS Association is a direct expression of that mission bringing world-class expertise and technology partnerships to bear on the real mobility challenges facing Nigerian cities and highways.”
The partnership connects ITS Nigeria to a technology ecosystem of considerable scale. In his remarks at the CITSE 2026 opening, China ITS association President Wang Yunpeng outlined the scope of what is now on offer to partner nations: China has “basically formed a modern, comprehensive and three-dimensional transport network and is accelerating toward a more digitalized, intelligent, coordinated and greener system.” He identified “AI plus transportation” as the defining paradigm driving the sector’s next phase a concept that has attracted significant interest from nations across the developing world.
“China’s intelligent transportation sector has achieved remarkable depth and scale,” said Wang Yunpeng, President China ITS Association, at the signing ceremony. “We are delighted to formalize our cooperation with ITS Nigeria and look forward to working together to bring proven solutions to the Nigerian market, and to learning from Nigeria’s unique context and emerging innovations.”
A Framework for Practical Cooperation
The MOU establishes a structured framework for collaboration across four priority areas: knowledge and technology exchange, drawing on China’s vast ITS research base and deployment case studies; capacity building for Nigerian transport professionals, engineers, and policymakers; joint promotion of ITS adoption among the membership of both associations and their government partners; and facilitation of commercial linkages between Nigerian transport agencies and Chinese ITS technology providers.
Spanning 20,000 square meters, CITSE 2026 attracted a global audience from over 30 countries and regions. The expo served as a premier showcase for next-generation transit innovations, focusing on AI traffic systems, autonomous driving, smart mobility, and digitalized highways.
Yang Ying, Vice President and Secretary General of China ITS Association, emphasized the importance of south-south and developing-world cooperation within the global ITS movement. “We see ITS Nigeria as a vital partner not only for bilateral exchange, but as a bridge for connecting China’s ITS innovations with the wider African continent,” she said. Under the terms of the agreement, ITS Nigeria and China ITS Association commit to mutual cooperation across several key areas. This partnership focuses on the exchange of knowledge and technology, allowing Nigeria to access China’s extensive ITS research, pilot programs, and deployment case studies. It also aims to build capacity among Nigerian transport professionals, engineers, and policymakers. Furthermore, both associations will jointly promote ITS adoption to their members and respective government stakeholders, while also facilitating commercial linkages between Nigerian transport agencies and Chinese ITS technology providers.
Debo Shopade underscored the strategic necessity of the moment: “With Nigeria projected to face ever-increasing urbanisation pressure, the adoption of intelligent transportation solutions is no longer optional, it is essential. This MOU gives ITS Nigeria a direct channel to the world’s most dynamic ITS market. Our members, government partners, and the Nigerian commuting public will all benefit.

The signing aligns with Nigeria’s federal government’s stated ambition to lead intelligent transport innovation on the continent, with pilot ITS programmes in planning for major urban centres. It also reflects the deepening engagement between China and African nations across infrastructure and technology sectors under the Belt and Road Initiative, where intelligent transportation has been identified as a cooperation priority. ITS Nigeria has indicated it will now work with China ITS Association to develop a concrete cooperation roadmap, with early activities expected to include technical exchange visits, joint seminars, and collaborative participation in future China ITS events.
